URGENT CALL TO THE PRESIDENT OF THE REPUBLIC OF DJIBOUTI DONE: LONDON, UK DATE: 30th OCTOBER 2017 REF: TO END INJUSTICE AND TO ESTABLISH EQUAL JUSTICE H.E. MR. PRESIDENT ISMAIL OMAR GUELLEH We are gravely concerned about the recent crimes and human rights violations committed by the Police and Gendarmerie forces of Djibouti in the district of Tadjourah disproportionately. The Police and Gendarmerie forces have been repeatedly accused of being committed crimes and gross human rights abuses, arbitrary detention, judicial killings and enforced disappearances against Afar population in the districts of Obock and Tadjourah. We strongly condemn all unlawful acts, discrimination and racially motivated violence and crimes committed by the Police and Gendarmerie forces against Afars civilians in the country. It has been frequently reported by human rights Organisations, UNHCR and as well others, that the Afar population live in the districts of Obock and Tadjourah have been victims of systematic oppression, marginalisation, human rights abuses, and economic blockade since 1991. This is a clear violations of International Human Rights Law and the Constitution of Djibouti. WE CALL on the Government of Djibouti to respect and promote human rights, end its systematic marginalization and discrimination against Afars and to take necessary and reasonable measures to prevent the crimes against Afars or to punish the perpetrator. WE ADVISE the Government of Djibouti to negotiate with the opposition Front pour la Restoration de l'Unité et de la Démocratie (FRUD) that demanding “Comprehensive Political Reforms” in the country to end the current political, economic and social injustice and to find just, democratic and comprehensive political solutions and stability in the country. A.Bodaya Your Highness, His Excellency Adan Bodaya, May I convey to you my heartfelt gratitude and command you for your courage to speak out,once again, against the injustice ditched to your people by the Gouled/Guelleh ISSA regime for the last 40 years. Tadjourah youths demonstrating pacifically to demand that the jobs generated by the Tadjourah port to be ring-fenced for the youth of the Tadjourah region were met by live bullets. Out of more than 600 security jobs, only two Afar candidates from Tadjourah were short-listed. The rest 598 were Issa from Dire-Dawa (Ethiopia) and Guerissa (in Somalia). These 600 blue-collar security jobs are the tip of the iceberg. The other 4000 highly skilled Jobs, in Lac Assal and Tadjourah ports project are exclusively earmarked for Issas candidates, in Afar region. As reported by 20th October 2017, Indian Ocean Newsletters article, a secret meeting took place, in Djibouti Kempeski hotel, between Seyoum Mesfin, the brother of Azeb Mesfin, the widow of late Mêles Zenawi, TPLF and, former Ethiopian Prime-Minister, Gouled/Guelleh Issa regime officials. The Lake Assal, Tadjourah ports and the Balho-Tadjourah-Mekellé ( Capital of Tigray ) highway projects objectives are to open up enclaved Tigray region, in Ethiopia and provide them an access to the Red Sea. A Issa and Tigrean, Treaty of Berlin, 1885 like Treaty to colonise and partition Africa between European. This time, the Treaty of Mekellé project, between the the Tigray and Issa, has for objective to partition Afar land between themselves up to Assab and Massawa ports in Eritrea. The 598 Security Issa candidates for the Tadjourah and Lake Assal ports are members of Issa police contingent of Liyu Police, in Somali Killil of Ethiopia. The Trojan horse of Tigray and Issa expansionist plan into Afar land. These Tadjourah youths are the last bastion against this TPLF and ISSA expansionist project in Afar land. This is why the trigger happy Issa Gouled/Guelleh Issa Regime repression forces resorted to violence, once again. As always, the Issa regime met the Tadjourah Afar youths peaceful demonstration with a hail of live ammunitions round to quash their rightful demand to ring-fence these jobs. Tadjourah, Obock, Dikhil and Afar regions are in the throes of political and economical crisis since the establishment of Gouled/Guelleh Issa regime, on the 27th June 1977, since the independence from France. Tadjourah region is gripped with an endemic unemployment crisis. Afar people are shunned and discriminated from all the employment and development projects taking place, in the capital Djibouti-city. Now the development has reached their region, the Issa regime is discriminating against the Afar youth in their own backyard. On the Friday 27th Octobre 2017, the Gouled/Issa regime committed another mass-murder, like in Arhiba, in 1991, Obock in 2012, Buldhuqo in 2016 and 2017. We don’t have the accurate number of victimes yet. The regime repression forces have a record to bury in Mass-grave the victimes and hide the true account of their crimes. Scores of youngsters are missing or in jail. A well known local athlete runner Hebano was badly beaten up by the security forces. We have information that he is in a critical condition and in detention. The LDDH, President Omar Ali Ewado’s Djibouti Human Rights Ligue organisation is the only one organisation to denounce the regime crimes once again. As always, this regime perpetuate these crimes under the International, local, political and traditional authorities complicity and silence. We demand the release of all the detained victimes.
